It is designed to illustrate the knowledge, skills and attributes NSW public sector employees require.

It is useful for employees to assess and develop their skill level.

The framework begins by highlighting the expected attributes of NSW public service employees, divided across four categories: Personal Attributes, Relationships, Results, Business Enablers and People Management.

Each capability framework has a grading system which features the following levels; Foundational, Intermediate, Adept, Advanced and Highly Advanced. This grading system indicates the skills required to meet each level. For example, to achieve integrity at a Foundational level, you must “behave in an honest, ethical and professional way”. To achieve integrity at a Highly Advanced level, you must “Champion and model the highest standards of ethical and professional behaviour”.
Many NSW public service occupations will have individual capability sets, which should be understood in conjunction with the capability framework.
